The damage “On attack…” of Fallen Lightsaber is applied before the damage done by the ground unit you attack?

Yes, the "On Attack" ability happens before the combat damage step. If the defending unit only has 1 HP left, you would defeat it with the On Attack ability at the end of the "Declare the Attack" step before the "Deal Combat Damage" step.
